Louisiana maintains a strict in-person VCPR requirement that limits telehealth.

How U.S. veterinary licensing works
Veterinary practice is regulated by each state's Board of Veterinary Medicine. A veterinarian licensed in one state cannot legally diagnose or prescribe for a pet that's physically located in a different state. There is no nationwide licensing reciprocity — each state requires its own application, examination, and ongoing CE.
For telehealth specifically, every state independently defines what constitutes a valid veterinarian-client-patient relationship (VCPR) and whether VCPR can be established by video alone. Florida, California, and a handful of other states have explicit legislation permitting video VCPR establishment; many states permit telehealth only as a follow-up to an already-established in-person relationship.
